Simplifying E-Invoicing for MSMEs in Malaysia: Government Initiatives and Tax Incentives

The Malaysian government has introduced new measures to support micro, small, and medium enterprises (MSMEs) in adopting e-invoicing, aimed at streamlining sales transaction reporting and reducing operational costs.
Government Support and Incentives
Second Finance Minister, Amir Hamzah Azizan, announced that MSMEs can now issue consolidated e-invoices for all monthly transactions. These invoices are to be submitted to the Inland Revenue Board (LHDN) within the first seven days of the following month, easing compliance requirements.
E-Invoice Transmission Mechanisms
MSMEs can choose between two transmission methods: using the MyInvois portal or integrating their business accounting systems with MyInvois. The latter option comes with tax incentives, including accelerated capital allowance claims for ICT equipment and software packages purchased from 2024.
Addressing MSME Challenges
Recognizing the challenges faced by small traders, such as higher operational costs and technological readiness, the government has exempted traders with annual sales below RM150,000 from mandatory e-invoicing. However, efforts are underway to encourage their participation in digital initiatives.
Flexibility and Transition Support
The government is committed to a flexible transition period, ensuring MSMEs have sufficient time and support to implement e-invoicing effectively. Tax deductions for consulting fees related to e-invoicing implementation further underscore the government’s commitment to easing the transition.
Future Directions and Stakeholder Engagement
Amid discussions on the implementation of e-invoicing, the government continues to engage stakeholders to refine mechanisms and ensure clarity in the adoption process. These efforts align with Malaysia’s broader goals of digital transformation in business operations.

While challenges persist, stakeholders like MCA President Wee Ka Siong advocate for clearer mechanisms and potential reconsideration of tax policies, emphasizing efficiency and clarity in fiscal strategies.
